【摘要】 港口的资源整合是优化资源配置,增强港口运营效益、实现港口发展的重要途径。大连市辖区港口位于辽宁半岛南段,南靠山东半岛,东邻朝鲜、韩国,北有整个东北三省,地理优势明显、战略地位独特。在振兴东北经济和“一带一路”背景下,大连市辖区港口集团被赋予了建设东北亚国际航运中心、国际物流中心、区域性金融中心和未来辽宁省港口集团核心的战略定位。为达目的,其下属各港口需要资源整合来满足发展。以企业为主导的港口资源整合难度大、成本高、操作困难。所以大连市辖区港口主要所在地大连市政府应发挥其主导作用引领辖区港口资源进行整合、优化来提高港口运营效益,让大连市辖区港口集团企业区位优势最大化,也使得辽宁省港口集团可以更好的建立和发展,最终达到全面振兴东北地区老工业基地的作用。本文在前人的研究基础之上,选取大连市政府推进辖区港口资源整合为研究对象,通过对国内外先进的港口资源整合案例进行分析,得出政府在推进辖区港口资源整合过程中面临的主要问题。运用经典博弈论方法解决港口资源整合中存在的问题,提出帕累托最优改进措施,具体研究内容为:第一,对大连市港口资源整合过程进行实地调查,调查大连市港口目前现状、发展情况、资源布局和整合及兼并重组现状,发现存在的问题、分析问题,对问题进行总结。第二,借鉴国内外政府推进港口资源整合先进的案例,从中吸取经验。第三,结合大连市政府在推进大连市辖区港口资源整合的情况,提出改进方法。本文提出大连市政府推进港口资源整合的建议和方案:政府在推进时首先应明确整合的原则和目标;在推进的过程中政府要引导解决辖区各港口间出现的囚徒困境问题,拒绝表面化和形式化,根据各方存在的问题综合各方提出的建议得出辖区港口资源整合的帕累托最优方案;在方案实施过程中政府应借鉴国内外先进的港口资源整合经验,整合实体产业,优化产业布局,调整港口结构并不断完善港口功能,通过港口资源整合保证大连市辖区港口经济效益的增长,助力辽宁省港口集团的建立和发展,进而达到振兴东北老工业基地的作用。更多还原

【Abstract】 Integration of port resources is an important way to optimize resource allocation,enhance port operation efficiency and make it development.Dalian’s regional port is located in the southern section of the Liaoning peninsula,with Shandong peninsula in the south,North Korea and South Korea in the east,and northeast China in the north.Under the background of revitalizing northeast China’s economy and "One Belt And One Road",Dalian port group is endowed with strategic positioning of building northeast Asia’s international shipping center,international logistics center and regional financial center,and its subordinate ports need to integrate resources to satisfy the following development.Dominated by enterprises of port resource integration is difficult,high cost and difficult operation,so the government should play a leading role in Dalian port resource integration,optimization of its jurisdiction to improve the efficiency of the port operation,maximize the Dalian port group enterprise location advantage,eventually to achieve a comprehensive revitalization of old industrial bases in northeast China.This article,on the basis of forefathers’ research,choose Dalian municipal government to promote the port resource integration as the research object,through the port resource integration of domestic and foreign advanced case analysis,using the classical game theory method to solve the Dalian municipal government to promote Dalian jurisdiction problems of port resource integration,put forward Pareto optimal improvement measures,and relevant Suggestions,concrete can be divided into the following:1.The process of port resources integration in Dalian city is investigated on the spot.The current status,development status,resource layout,integration and merger and reorganization of Dalian port are investigated,existing problems are found,problems are analyzed,and problems are summarized.2.Draw lessons from the domestic and foreign governments to promote the advanced port resources integration case.3.Based on the situation that Dalian municipal government is advancing the integration of port resources under Dalian jurisdiction,the improvement methods are proposed.This paper puts forward the suggestion and scheme of Dalian municipal government to promote port resources integration.The government should first clarify the principles and objectives of integration;In the process of promotion,the government should guide the solution of the prisoner’s dilemma between ports in the jurisdiction,refuse to be superficial and formalized,and work out the Pareto optimal scheme for the integration of port resources in the jurisdiction according to the suggestions put forward by all parties based on the existing problems;In the process of plan implementation government should draw lessons from domestic and foreign advanced experience of port resource integration,integration of the entity industry,optimize the industrial layout,adjust the structure of port and constantly perfect the port function,through port resource integrate to ensure the economic benefits of the district in Dalian port help the establishment of the port group in Liaoning province,thus achieve the role of the revitalization of northeast old industrial base.更多还原
